Technology of the Arts of Intellect and the resulting risks for diplomatic activity

ABSTRACT
The study of artificial intelligence (AI) technologies in international relations has been steadily gaining importance since the beginning of the second decade of the 21st century and especially after 2020. With the widespread adoption after 2022 of new generative AI models such as ChatGPT, debates about its effectiveness internationally have deepened. A wide range of international debates have been triggered and new global, regional and national AI governance initiatives are increasingly emerging, related to AI ethics, “responsible” AI, risks associated with the use and safety of AI. The study of AI technology is gaining increasing importance, but the risks associated with its entry into international relations and diplomatic activity in particular are somewhat neglected by academic circles. The aim of the study is to conduct an in-depth analysis of the technology for generating of a "new robotic human species" and the resulting risks from its ill-intentioned programming, as well as to provoke broad debates on the topic.
